It binds nobody to a price, it substitutes for neither an engineer nor an attorney, and it decides nothing about your entrance. Pricing happens after somebody has stood in your ditch with a tape. Questions about permits, right-of-way, property boundaries, drainage easements, or who maintains a particular road go to your county road department, your city or state road office, your surveyor, or your own attorney.
